A collection of letters written to and from members of Congress, including members of Connecticut's delegation, in regard to the Telepost Bill. Among those signing letters were Frank Brandegee, John Tilson, Ebenezer J. Hill, Edwin W. Higgins, E. Stevens Henry, and Morgan G. Bulkeley. The bill, entitled H.R. 19402, was to "enable the Telepost Company to construct its plant, operate the same, and transact its business in D.C., and to make necessary connections with other parts of its system".

The son of a farmer, John Quillin Tilson was born in Clearbranch, Tennessee, on April 5, 1866. He attended public school and graduated with a B.A. from Carson-Newman College in Jefferson City, Tennessee. Ebenezer J. Hill was born in Redding, Connecticut on August 4, 1845. He attended Yale College (Class of 1865) and served in the U.S. Army in a civilian capacity in 1863.
