Improving organizational structure and administrative processes Jet Propulsion Laboratory : report, 1959 Sep.

This final report was distributed to management. It is organized according to the report into four chapters "Chapter 1 - diagnoses the shortcomings of the top organization of the Jet Propulsion Laboratory and recommends those structural changes needed to permit more effective direction of the Laboratory's staff. Chapter 2 - defines the common responsibilities of all directors of technical divisions; specifies the kinds of authority required by a technical Division Director; and describes the relationships that should obtain between Division Directors and other key members of the JPL staff. Chapter 3 - analyzes two basic administrative processes - procurement and financial management; identifies the major inadequacies of existing organizational arrangements and practices; and sets forth proposals for improving their effectiveness. Chapter 4 - deals with the overall organization of business administration services, and in particular with the organizational location of mechanic, fabrication, and electronic technician services."
