Joe Koukol headed the Jet Propulsion Laboratory's Section 334, Communication Systems Development. Later he served as Deputy Manager and then Manager of Division 33, Telecommunications. He discusses the transition from FM-FM analog telemetry to pulse code modulation (PCM) digital telemetry around the time of Mariner 2.
