Under the Urban Community Conservation Act of 1953 and the Federal Housing Act of 1954, Chicago established a five-person Community Conservation Board and local Conservation Community Councils. The local conservation councils were appointed by the mayor and made up of citizens from the areas slated for urban renewal.
