Established in 1934 by the Texas Legislature, the Lower Colorado River Authority (LCRA) is a public agency and conservation and reclamation district in the ten Texas counties through which the Colorado River flows. Alvin Jacob Wirtz (1888-1951) was an attorney and a Texas state senator from 1922 to 1930.
