Omer Weaver was born in 1838 in Arkansas. He was the son of Samuel M. Weaver and Mary Elizabeth Rose Weaver. Samuel Weaver was a prominent businessman and political figure in the state. Originally from Virginia, the elder Weaver settled in the McLean Bottoms of Crawford County in the early 1830s. He and his wife moved to Little Rock in 1836.
