The Texas Military Facilities Commission (before 1997 known as the Texas National Guard Armory Board) had the exclusive authority for the construction, repair, and maintenance of National Guard armories, facilities, and improvements owned by the state that are located on commission property. In 2007, the commission was abolished and its functions were transferred to the Texas Adjutant General's Department (Senate Bill 1724, 80th Legislature, Regular Session). Types of records include correspondence, board meeting minutes and agenda, agreements, leases, title abstracts, powers of attorney, easements, resolutions, environmental assessment reports, plans, tax appraisals, photostats, invoices, advertisements, bluelines, architectural sketches, blueprints, contracts, deeds, legal opinions, inspection reports, project manuals, bid abstracts, performance bonds, bid bonds, printed material, certificates of award, photographs, news clippings, press releases, and a personnel manual. Records date from 1921 to 2007 and document the activities of the Texas National Guard Armory Board and its successor, the Texas Military Facilities Commission. Minutes and agenda document the meetings and actions taken by the Texas National Guard Armory Board and Military Facilities Commission from 1935 to 2007. Real estate files document the Board's initial acquisition of various real estate sites for the construction of armory facilities and the eventual disposition of those sites when they were no longer deemed necessary or viable for the use of the National Guard. Construction project files document construction projects undertaken by the Board in compliance with its mandate to construct new armory facilities to accommodate new units of the Texas National Guard; to initiate a comprehensive perpetual maintenance and repair program; to renovate armories; and to reduce the backlog of minor construction projects. Specifications include detailed plans, drawings, and written technical specifications for new construction projects and renovations to existing structures, usually found with basic documentation for the specific project, such as contracts, bid abstracts, awards, and bonds. Legal opinions and advice concern the composition and administrative control of the Board, the independence of Board activities, the competitive bidding process, the validity of contracts, property management, and issues regarding funding and personnel. A few agency press releases and a personnel manual round out the record group.
