Administrative records from the Wallgren administration, including legal files and agency and institutional records. Of particular interest is the documentation of the post-World War II period in Washington, including the sale of war surplus manufacturing plants and shipping facilities, the demobilization of veterans, and the rapid expansion of educational facilities to accommodate returning veterans. Also of interest are the efforts to expand Washington's economy, including the development of the aluminum, food processing, and forest products industries.

Mon Wallgren was born in Des Moines, Iowa, in 1891. In 1894 his family moved to Texas, then to Washington in 1901. Wallgren attended public school and business school in Everett and graduated from the Washington State School of Optometry in 1914. In 1917 he enlisted in the Coast Artillery in which he attained the rank of second lieutenant. Following his war service he returned to Everett where he began a jewelry and optical business.
