The Citizen's Water Rate Committee was formed in Mar. 1968 in response to an application by the City of Great Falls for increases in both flat and metered water rates. P.C. Bulen was appointed secretary and James J. Flaherty was committee chairman. A brief was filed in opposition to the request but the increase was approved.
