The Oregon Agricultural Experiment Station was established under the provisions of the federal Hatch Act of 1887. Agricultural experimentation began at Oregon Agricultural College in 1888. In 1901 the first branch station was established at Union, in northeast Oregon, to address issues pertaining to the agriculture in that part of the state. T.J. Starker studied forestry at Oregon Agricultural College (OAC) and graduated in the first class of foresters from OAC in 1910. He earned an MS in forestry in 1912 from the University of Michigan. He returned to Oregon and worked for the U.S. Forest Service near Baker and in Portland and for the Western Pine Association.
