Draft of an autographed letter to the Navy Department from Villefranche, France, January 12, 1893, regarding the records of the Summary Court Martial of January 6 & 8, 1893, concerning the cases of Patrick Boyle, J.A.G. Simpson and John Lappan, including offenses of over staying leave and drunkenness, sentences and final actions of those in charge. Purports that the Navy Department should not override a captain's disciplinary action.

Alfred T. Mahan, naval officer, was born in 1840. He graduated from the U.S. Naval Academy in 1859. He served as second president of the Naval War College, 1885-1886 and again in 1892-1893.
