Henry Samuel Hacker was born on December 26, 1942, in New York City. He graduated from Yale College in 1945 with a B.A., majoring in history. He has worked as an attorney and as executive vice-president of Alexander Julian, Inc. He is married to Andrea M. Prager with whom he has had three children.
