Manuscript document, in an unidentified hand, attributed to Henry Richard Vassall Holland and William Eden Aukland, whose names appear at the end of the document. The document was written to the "Commissioners and Plentipotentiaries of the United States" by "His Majesties Commissioners and Plentipotentiaries" to investigate the impressment of seamen. Accompanied by a typed transcript.
