Letter of instruction to the missions of California by Francisco Pangua, Guardian of the Colegio Apostólico de San Fernando. Ministers will not be transferred without urgent reasons such as illness or inability to get along with fellow missionaries. Indian children over the age of eight are not to be baptized as infants, but catechized. The ministers who direct and manage the missions are to be responsible for the property of the missions; transfers and removals of goods are not allowed without the consent of the Father President. Ministers may not carry weapons while traveling, nor may they travel overland back to the Colegio. Ministers will be cautious in their relations with soldiers. Finally, the ministers are forbidden to report anything concerning the missions, Indians or soldiers to the Viceroy or the Archibishop. They must send all information through the Colegio Apostólico. Countersigned by Ignacio de Alcorta, Secretary of the Colegio Apostólico, with seal.
