Rafael Gonzales, appointed governor of the newly organized state of Coahuila and Texas, issued this document consisting of 48 articles for the colonization of Texas. Two articles were especially noteworthy for their bearing on the Mexican War: one gave preference to Mexican settlers and the other required that foreign settlers profess the Catholic faith.
