Authorization by the President to Secretary of State William H. Seward to affix the seal of the United States to the President's proclamation of a treaty between the United States and the northern Cheyenne and Arapaho Indians. The treaty was concluded in 1867 and signed by the President in 1868.

William Henry Seward was born in Florida, Orange County, New York, on May 16, 1801. He was the son of Samuel S. Seward and Mary (Jennings) Seward.
