The collection mostly consists of Marvin Barkis' papers when he was Speaker of the Kansas House of Representatives during the early 1990s, though there are also some materials from his earlier years in the House. These documents include correspondence, newspaper clippings and other materials related to research about various topics, copies of legislative bills, budgetary materials, copies of executive orders from the Governor, subject files, etc. Two major topics concern Wolf Creek and the Kansas Department of Transportation and highway planning.

Marvin William Barkis was born in 1943. He received his Bachelor of Arts from Ottawa University in Ottawa, Kansas in 1965, and his JD from Stanford University in California in 1968. He married Kay Jones and began practicing law in Paola, Miami County, also working in Louisburg. Barkis became a member of the Kansas House of Representatives as a Democrat in 1978.
