Justice Jesse W. Carter Supreme Court of California San Francisco City Attorneys' luncheon "The claims statutes" (53rd Annual Conference of League of California Cities) Tuesday, October 16, 1951 12:15 P.M. typescript.

Justice Carter discusses claims statutes within the context of liability and recovery of damages; specifically, confusion as to which agency is liable and the time period within which a claim must be filed. Central to Carter's argument is the "plethora of statutes, charter provisions, and ordinances" which have effectively given immunity (in many cases) from liability to state agencies.
