On June 12, 1973, a unified services bill was signed into law to enable state and local governments to combine in offering a single system of services in the field of mental hygiene. Fifteen counties filed letters of intent to participate with the Department of Mental Hygiene. Of these, six counties were approved. This hearing was held in order to hear the fiscal, program and procedure problems. Accordingly, witnesses indicate that changes need to be made in the administration of this program of services, for the counties that have agreed to use it. A series of public hearings were held by this committee during 1973 and 1974 according to the annual report. Transcripts of these hearings were not found.
