Foley was graduated from Dartmouth College in 1920; he received his AM from the University of Wisconsin in 1924. He was an instructor of history at Dartmouth College form 1924 to 1925 and from 1929 to 1931. He became an assistant professor of history in 1931 and a full professor in 1940.
