Thomas E. Tutt was a St. Louis, Missouri, banker. Collection consists of two letters (August 28, 1877), written at the request of E.G. Maclay, supporting the retention of Andrew J. Smith as surveyor general of Montana. (SC 751) This collection consists of a letter (1877) written by Thomas E. Tutt to E.G. Maclay of Helena, enclosing a copy of his letter to the secretary of the interior opposing the removal of Andrew J. Smith from his post as surveyor general of Montana.

Thomas E. Tutt was president of the Third National Bank in St. Louis, Missouri. Andrew J. Smith was born around 1838, probably in Rochester, New York. In December 1873 he was appointed surveyor general of Montana and served until his removal in September 1877. In January 1878 he bought a sheep ranch in the Smith River Valley.
