William Lloyd Harding was born on a farm in Sibley, Iowa. He attended Morningside College and got a law degree from the University of South Dakota. He taught school and then practiced law in Sioux City. In 1907 he married Carrie Lamoreux. The couple had one daughter, Barbara Esther. Harding served in the state legislature from 1907 until 1912.
