James Madison letter and note [manuscript], 1803, 1813.

In a letter to Thomas Newton, Jr., Virginia lawyer and congressman, dated 1803 July 5, Madison discusses the case of an impressed seaman and requests the importation of cider and Madeira. In a note [draft letter?] written by Madison, 1813 September 13, he comments on an act concerning the appointment of military paymasters.

Thomas Newton, Jr. (November 21, 1768 - August 5, 1847) was an American politician. He was born in Norfolk, Virginia. Newton was a member of the Virginia House of Delegates from 1796 to 1799.
