An extract from Jefferson's letter is quoted in a letter from David J. Mays to the editor of the Richmond Times-Dispatch between 1946 and 1950 when Governor William M. Tuck proposed uninstructed electors for the presidency. Jefferson gives his reason for desiring U. S. Senators to be elected by U.S. Representatives, and not directly by the people, so that the Senators would be independent of their electors.
