A native of Indiana, Steele was primarily known as a landscape artist with an interest in Impressionism and as a member of the Hoosier School of art. He married Mary E. Lakin in 1870 and moved to Indianapolis, working primarily as a portrait painter. From 1880 to 1885 he studied in Munich, and returned to Indianapolis with an interest in landscape painting.
