These are 15 cases which have come up through the grievance procedure of the railroads and have been deadlocked in the appropriate division of the National Railroad Adjustment Board, a committee of three representatives from management and three from the union. This is the fifth step in the grievance procedure, and if it deadlocks a neutral referee is appointed by the National Mediation Board to sit with the Adjustment Board and resolve the disputes.
