Thomas D. Perry was born in St. Paul, Minnesota in 1924. He graduated from the University of Buffalo Law School and served as a congressional legal counselor and also worked for Bell Aerospace Corporation. In 1966 he earned a Ph.D degree in Philosophy from Columbia University.
