Fry was Provost Marshal General, United States War Department. Correspondence on the subject of a Memorial written by Lea, N. B. Browne, James H. Orne, and E. Spencer Miller to be presented to Congress concerning conscription during the Civil War. Includes seven items from Fry to Lea, five items from Lea to Fry; plus 6 letters from various people to Fry offering to sign the Memorial, the signatures on some of these letters are illegible, one is from George Whitney (8 December 1864), another from William D. Lewis (10 December 1864).

James B. Fry, a native of Carrollton, IL, was a graduate of the U.S. Military Academy in 1847. After serving as instructor and adjutant at West Point, he was appointed chief of staff to Gen. Irwin McDowell and subsequently to Gen. Don Carlos Buell in 1861. He later served as Provost Marshall General of the U.S., 1863-1866, and promoted to Brigadier Gen. in 1864.
