These building plans are for Mills House No. 2 (also known as Mills Notel No. 2), which was designed by the architect Ernest Flagg, financed by Darius Ogden Mills, and built in 1898 to provide housing for poor men, in accordance with the First and Second Tenement House Acts of New York State (1867, 1879). These plans are dated 1903.

Ernest Flagg (February 6, 1857 – April 10, 1947) was born in Brooklyn, New York. He married Margaret E. Bonnell, with whom he had one daughter, Betsey Flagg. A student of Le Ecole des Beaux-Arts, Flagg’s work refers to classical architecture.
