F.C. Hart along with R.A. Forsyth, E.I. McLoughry and J.S. Knapp were the first four agricultural representatives in Waterloo County. He organized the first School Fair held in the province of Ontario, became Director of the Co-operation and Markets Branch of the Ont. Dept. of Agriculture in 1928, and during the 10 years prior to his retirement he served as Professor and Head of the Dept. of Agricultural Economics at O.A.C.
