Letter and manuscript, 1821.

Manuscript entitled : Remarks on the present state of Trincomale and the means of improving its resources, by H.B. One ALS to [R.S. Dundas?] sending the ms. for his approval and action. He advocated that Trincomale should be developed as a naval base and port for the improvement of trade, saying that the port was poor and that in the surrounding district there was good timber which could be used for boat building. He also comments on the pearl fisheries, and supplies of cinnamon, cocoanut, tobacco, and grain. He thought that Trincomale should be made a free port for 20 years.
