In 1945, four individuals who had worked on the Manhattan project-John L. Balderston, Jr., Dieter M. Gruen, W.J. McLean, and David B. Wehmeyer-formed a committee and wrote a letter to 154 public figures asking for their opinions about the possibility of the creation of a world government. A publisher and editor, Pawlo Kukuruza (1896-1978) was born in Nova Ushchytsia, Ukraine and came to the United States in 1949 after living in Warsaw and Slovakia. Kukuruza had also lived in Uzhhorod where he organized the Pchilka Publishing house, which published monographs, the youth journal Pchilka, the montly Pidkarpatske pscholiarstvo and a series of children's books.
