Peter Kooi Simpson was born in 1930, the son of former Wyoming Governor and U.S. Senator Milward Lee Simpson. He received a BA in history from the University of Wyoming in 1953. After graduation, he enlisted in the U.S. Navy and served four years. In 1958 Simpson started Western Hills, Inc., a swimming pool construction and service company.
