The State Manpower Council was established by Executive Order of the Governor in 1969, expanded in 1971 and designated the State Manpower Planning Council, and replaced by a new State Manpower Council in 1975. By 1977 staff of the Manpower Council had become the Governor's Manpower Office and the Manpower Council was renamed the Manpower Services Council.
