Speech delivered on 10 Sept. 1878, at Faneuil Hall, Boston, Mass., sponsored by the Young Men's Republican Committee, concerning contemporary political issues; the speech was part of Garfield's campaign for the 1880 presidential election. The circular letter is an announcement of the speech. The letter to Bates concerns the distribution of an unnamed publication, and mentions floods that destroyed the railroad tracks between Ohio and N.Y.

James Garfield, twentieth President of the United States, was born in Cuyahoga County, Ohio, in 1831. After embarking on an academic career, he joined the Ohio volunteer infantry regiment, and in 1863 was appointed Major General in the same regiment. He served as a member of the U. S. House of Representatives from 1863 to 1880, when he was elected President.
