Concerns a dispute over the control of soldiers in the Massachusetts regiments in the Army of the Potomac. Andrew contends that as the soldiers are outfitted by the state and are citizens of Massachusetts, he, as governor, should have jurisdiction to punish or promote individual soldiers.
