Regarding the case of Mr. Lippitt, "now of California," for whom Sumner requested that he forward a note to the War Department and who was then to receive a commission; suggesting that since he has received no notice of the commission, perhaps his letter did not reach him; wishing to ensure overall that Sumner's skill and service are sufficiently recognized.
