The papers of Robert H. "Tex" McClain do not represent his entire career as a fiscal executive for the Commonwealth of Massachusetts; rather, they consist of the paperwork created as a result of his involvement in two professional organizations: NAPA (National Academy of Public Administrators), and ASPA (American Society of Public Administrators). None of the material in the collection documents his term as an adjunct professor at Northeastern University. The dates of the materials range from the 1960s to 1990, when McClain retired from public service. The bulk of the material dates from 1987-19990, when he served on the National Council (and more specifically, the National Finance Committee of ASPA).

McClain spent the early part of his political career in the Massachusetts Legislature as Chief of Administration and Research for the Department of Corporations and Taxation (now known as the Department of Revenue).
