Powell had collected and recorded country music throughout his lifetime. In 1968 he decided to share his extensive collection with other fans of country music. After retiring from a career in the civil service, Powell and his wife Retha started the Renfro Valley Tape Club. With permission from John Lair for the name "Renfro Valley" and the use of Renfro Valley material, Powell began a hobby that would spread Appalachian music throughout the nation for over twenty years.
