Papers re: the creation of the Bureau of the Budget, the Department of Corrections, the Environmental Protection Agency, the Department of Transportation and road building, the 1970 Constitutional Convention, education issues(adjustment of the school aid formula and the establishment of a network of junior colleges), federal-state revenue sharing and Illinois' first income tax. Files of aides Brian Whalen, John Dailey, William Hanley, Fred Bird and Jay Bryant are included.

Convention called to write a new constitution to replace the 1870 Illinois constitution, with Samuel Witwer chosen as president. A Constitution Study Commission had been formed in 1965 to determine the need for a convention. The Board of Fund Commissioners was created by l. 1837, p. 121. Board contracted for and negotiated all loans authorized by General Assembly for internal improvements and signed and executed all bonds or stock certificates issued for such loans.
