Homes agrees to write an article for Delmar's review though not on the suggested subject of "School Legislation" and notes that the University of Virginia "has heretofore been sustained by a regular State Appropriation and that its existence is at this moment imperilled--as is reported by both Visitors and Faculty in consequence of the suspension of the appropriation by the hazards and consequences of the War."
