In 1865 counties and cities were authorized to issue bonds in support of subscriptions to the capital stock of railroad companies or in aid of any public improvement (L. 1865, p. 44). Born in Ireland, came to Illinois in 1823 and was admitted to the Illinois Bar in 1832 practicing in Kaskaskia. He served as Assoc. Justice of the Supreme Court; state auditor, 1841-1843; Brig.
