Plans for the David O. McKay building began in 1952 after an evaluation by the Brigham Young University College of Education concluded that the existing building for the College of Education were no longer meeting the growing needs of the program. Brigham Young University in the 1930's was shaped by the Great Depression. A cutback in the school's budget led to a cut in faculty pay and the school faced the threat of being shut down or turned over to the State of Utah. However, in spite of these obstacles, BYU flourished under the leadership of President Franklin S. Harris.
