Manuscript copy of 'Resolution on Impediments in Virginia, ' 6 Aug. 1798, presented to the Board of Commissioners for Carrying into Effect the Sixth Article of the Treaty of Amity, Commerce, and Navigation Concluded between His Britannic Majesty and the United States of America. Resolutions pertain to Virginia's repayment of debt to Great Britain, including discussions of the Treaty of Peace; the Treaty of Amity; and the case of William Cunningham and Co. in Philadelphia, 1798. Also includes a manuscript copy of a statement of dissent for these resolutions written by Thomas FitzSimons, 8 Aug. 1798.

He represented Pennsylvania in the Continental Congress, the Constitutional Convention, and the United States House of Representatives. He was a signatory of the Constitution of the United States and is considered one of the Founding Fathers of the United States.
