Charles William Pugsley (d. 1940) was president of South Dakota State College. The Regents of Education of South Dakota reported to the 1933 Legislature of the State Senate about duplication in work of the institutions of higher learning in the state. The Legislature discontinued certain courses. Alumni and friends of the University brought suit before the Supreme Court of South Dakota questioning the legal right of the Regents to discontinue courses. The Regents won.
