Charles Henry McNeil was born in LaCrosse WI in 1859. He came to the Copper River in Alaska in 1898. He also spent time in Cook Inlet and Bristol Bay. He staked a gold claim at Paint River near Kamishak Bay, had an oil and gas permit for Douglas River area and copper claims under the name Tut-Ankamon Group. He spent time in Alaska until 1924.
