Letter : Utuado, Puerto Rico, to General Nelson Miles, 1898 Aug. 20.

Letter signed. General Henry writes General Miles that he is sending General Garretson to explain the poor conditions that his troops face in Utuando and to suggest some remedies. The poor conditions include the threat of typhoid fever, the lack of tents and firewood, and impassible trails.
