Annabel Spangle Hartman was raised in Illinois. She attended Tennessee Wesley College before moving to Washington, D.C. There she met and married Grover L. Hartman, a consciencious objector and graduate student. The couple moved to Indianapolis where they raised four children. The Indiana Council of Church Women was formed in 1929 as a charitable organization and to promote Christian ecumenism. It joined United Church Women, a national organization, upon its founding in 1941, and became United Church Women in Indiana.
