Accompanied by a form letter from the Secretary of the Association, Oct. 15, 1908. The letter urges the vote against the India Basin Act, arguing for the improvement of existing, rather than the creation of additional, waterfront south of Islais Creek. It notes that the state will be burdened by an unnecessary expense of $1,000,000 in 20-year bonds.
