General description of the collection: The James Franklin Bell papers include copies, mostly typed, of 38 telegraphic circulars dispatched by Bell (December 6, 1901-May 16, 1902) for the purpose of suppressing guerrilla activity and asserting American authority in Balagas, Laguna, Cavite, and eastern Tayabas Provinces of Luzon Island, the Philippines, primarily the first two provinces named. Circulars 33-36 indicate that this particular file was sent to Detachment G, 6th U.S. Cavalry Regiment on duty at the subpost of Calaca, Batangas Province, until May 9. This source is particularly valuable to students of counterinsurgency operations. Another copy of this material, sent to the detachment of the 8th U.S. Infantry Regiment at Santa Cruz, contains a complete file of orders, plus the orders from Major Generals Adna R. Chaffee and Lloyd Wheaton (December 3, 1901) authorizing the stern measures, and 8 additional directives from Bell, primarily designed to further implement the policy. The message of December 24th, 1901, contains an intelligence description of the local insurgent general, Miguel Malvar.
